Represents the major Federal agencies (DHS, FEMA, USNORTHCOM, etc) providing the guidance and capability inputs to assist developing Colorado’s State Homeland Security Strategy and operational plans, to improve readiness and ability to respond to major incidents.
  • President, owner and principle consultant of HLS Solutions, LLC in Colorado Springs, CO. providing consulting services in the Homeland Security market. Has international, US industry and government clients, and provides a wide variety of services from developing marketing strategies, product assessment, business development, and contract development.
  • Former Director, Plans, Policy, Strategy and Security Cooperation at NORAD and U.S. Northern Command Headquarters. Principal advisor to the commander on national strategies, strategic planning, all-domain awareness, strategic communications and military-to-military relations with Canada and Mexico. Responsible for directing the development of new capabilities and technologies for Homeland Defense and Homeland Security.
  • Former Director of Operations, Air Mobility Command Headquarters. Chief Operating Officer to the commander responsible for directing the training, standardization, simulator programs, special programs and air base support for the global operations of all air cargo and air refueling operations supporting DOD and other governmental agencies worldwide. Principal advisor to the commander on utilization of the Civil Reserve Airlift Fleet (CRAF) and President of DOD’s Commercial Airlift Review Board setting standards for all commercial aircraft doing business with DOD.
  • Former Commander of the 86th Airlift Wing, Ramstein Air Base, Germany and 374th Airlift Wing, Yokota Air Base Japan. Responsible for supporting humanitarian and military airlift activities in Europe, Africa and Asia. Extensive knowledge of international and Pol-mil factors influencing US interests abroad. Oversaw $1B in infrastructure modernization and mission enhancements in Germany and Japan.
